I have noticed spots surrounded by yellowish-green halos on the upper leaves of my soybean plants. What could this be?

This sounds like Bacterial blight. It starts off as small angular water soaked spots that turn yellow and then brown as tissues dies. Plants can be infected at any time during the growing season but cool wet weather and rain storm favour disease development. This disease progress stops in dry, hot conditions.
